Certification Requirements for U.S. states
Alabama – minimum director attends 4 CE meetings a year. Mid level – 5; Excellent – 6

Alaska – every 2 years director completes at least one CE program approved by state librarian. Degree required as population goes up

Nebraska – have an MLS then you only need 45 CE credits. Don’t have an MLS, you must finish Basic Skills coursework and 20 additional CE hours. Renewals: 45 credits in 3 years.

Arizona – seems to encourage Western Co. can’t find requirement for in state program
|
Nevada - To become certified in Nevada, applicants must have completed at least 21 semester hours of credit from an accredited college or university which include 3 semester hours of instruction in each of the following subjects offered at UNLV and UNR:
Uses degrees and number of years of experience as basis for certification.

New Jersey – seems to require MLS

Colorado – doesn’t require, but looking at Western Council. 2007 document requires:
1)
H.S. Diploma/GED
2)
2000 hours of paid or unpaid library work within 5 years
3)
240 Contact Hours in Specific Competencies (have a formula for College Courses)
4)
Renewals are required every 3 years and require 45 additional contact hours

New Mexico – Grades 1 and 11 require some college course work. Grade 1-completion of 2 years of undergraduate course work plus 9 hours of library science courses. Grade 2 – requires graduation from college w/a minor in library science or 30 hours of library science course work. Professional certification – MLS.

Connecticut – all directors required to have MLS. Cannot find minimum CE requirement

New York – currently requires an MLS for librarians in service areas of over 7500 people. In the future there will apparently be a requirement for 60 CE hours every 5 years

Georgia – most are required to have Grade 5b which is an MLS and renewals required 10 hours during each 2 year period.

Oklahoma – Levels 1 through 6. Use degrees, college coursework, and library experience to move through levels. Only reference is to an Institute in Public Librarianship

Idaho –No state certification required for public libraries.
For Idaho School accreditation : The library media program is directed by a certified library media specialist.
a. Library staff in schools of <250 students need not be certified, but are under the direction of a certified library media specialist.
b. Schools with 250-500 students have a full-time certified library media specialist.
c. Schools with > 500 students have a full-time library media specialist and additional library media personnel.
d. Non-certified personnel are under the direction of a certified library media For Teacher certification Every person who is employed to serve in any elementary or secondary school in the capacity of ... or school librarian shall be required to have and to hold a certificate issued under authority of the state board of education, valid for the service being rendered;

Pennsylvania – library directors are required to go to 8 hours annually. There is a second level where all staff who work at least 20 hours a week attend 6 hours annually.

Indiana – 6 levels of certification
Bachelor’s degree plus 15 hours of library science plus 100 LEUs every 5 years

Rhode Island – requires MLS no matter what size and that all professional staff attend at least one CE event per year.

Iowa – 5 different levels. Library experience and/or college education moves you up in levels. Levels 1-4 require completion of Library Management 1 and 2 for a total of 40 contact hours. Renewal is 45 contact hours in a 3 year period.

South Carolina – doesn’t require a certain number of hours, but does require a minimum of 1000 be budgeted for CE for libraries under 25,000. Seems to encourage the MLS and ongoing CE.

Kansas – Levels 1 – 4. Level 4 requires MLS. Level 1 – Highschool diploma and 5 years library experience. Level 2 – 24 semester hours of college or 200 contact hours. Level 3 requires undergraduate degree or 400 contact hours. Renewals: 45 hours within 3 years.

South Dakota – Levels 1-4. Levels 1 – MLS goes down to HighSchool Diploma. A couple levels let you substitute South Dakota Library Training Institute. Renewals – 20 hours every 4 years.

Kentucky – Also has levels. Initial certification level based on degree and coursework in library science. Renewals – 100 contact hours for Professional and Paraprofessional Certificate holders. 50 contact hours for Individuals with Library Experience

Tennessee – Directors have to attend 4 CE programs a year. Staff have to attend 1. Directors can have an MLS or be Certified Public Library Managers. Level 1 – Orientation (waived for library directors w/2 yrs. of experience) is 4 days long plus director must take one workshop at TSL. Level 2 – Attend a min. of 4 workshops per year for a three year period. Level 3 - Attend all three years of the one-week Public Library Management Institute

Utah – requires MLS or completion of UPLIFT Program. UPLIFT has 6 subject areas – not sure of duration or length

Vermont – 150 credits within 5 years. Renewal – none required at this time

Massachusetts – 10,000 and up requires MLS. Below 10,000 requires Bachelor’s and unspecified number of hours. Uses special courses terminology

Virginia – requires MLS for 13,000 or more people served

Michigan – Levels 1 – 6 require degrees and/or college courses. Level 7 does mention the need for 32 hours of CE every three years. Level 7 also needs a H.S. diploma/GED and they must take the beginning workshop (doesn’t specify hours)

Washington – requires MLS or at least 24 semester credits in library science. This is for libraries who serve over 4000 people

Minnesota – looks like 60 contact hours are required. Cannot find a timeline or information about renewal

West Virginia – Director completes at least 8 hours of CE per year. Staff completes at least 3 hours of CE per year.

Wisconsin – Grades 1 – 3. Grade 1 – MLS for libraries serving population over 6,000. Grade 2 – Bachelor’s plus 12 semester credits in library science Grade 3 – 54 semester hours of college work including at least 12 semester hours in library science. This is for libraries serving under 3,000
